hi i'm 10 years later, the pictures are real but not natural occurances (except the last one which isn't really like the other 3). Basically there's a big pipe where the hole is that they use to drain water, it only works when the water is at high enough so it's not constantly on. Think after a flood. I'm 90% sure they have anti-fish mechanisms but it's been a while since I've talked to a worker and I'm sure it varies by city and how much they care. One love
